    New Visa Charges for 1 July 2013

    New visa pricing arrangements will be introduced on 1 July 2013. This will change visa application charges from a single charge at the time of application to a charge per applicant in an individual or combined application.

          This regulation amends the Migration Regulations 1994 to increase the revenue associated with Visa Application Charges (‘VAC’) except for Student (Temporary) (Class TU) visas and Tourist (Class TR) visas from 1 September 2013.

          Εν ολίγοις ,με τροπολογια με ημερομηνια 5 Αυγουστου -που ανακοινωθηκε στις 7 Αυγουστου-αποφασιστηκε η αυξηση για τις τιμες των αιτησεων για βιζα ,εκτος της φοιτητικης και της τουριστικης και θα ισχυσουν απο 1 Σεπτεμβριου ,2013.

          Οι αυξησεις φαινονται εδω , αλλά επειδη οπως τρεχει κανεις τις τροπολογιες ,οταν δεν εχει τον νομο μπροστα του ,δεν μπορει να καταλαβει σε ποιες βιζες αναφερονται-εκτος κι αν ηδη ξερει την τρεχουσα τιμη ,οποτε βλεπει και την μελλοντικη π.χ οποιος ξερει την σημερινη τιμη της onshore partner visa $ 3975 , καταλαβαινει οτι στην onshore αναφερεται η πιο κατω τροπολογια

          98 Subparagraph 1124B(2)(a)(vii) of Schedule 1 (table item 1)Omit “$3 975”, substitute “
          $4 575”- ,

          απλα αναφερω οι αυξησεις θα ειναι της ταξης του 15% για τις περισσοτερες αιτησεις .Ηδη ειχαν αυξηθει στις 1/7/13 για τις περισσοτερες βιζες, οποτε ειχε ξεκινησει και η επιπλεον χρεωση στις περισσοτερες βιζες για τα επιπλεον μελη ,που μπαινουν στην αιτηση, οπως μπορει να δει οποιος διαβασει απ το ποστ 21 και μετά ,αυτου του θρεντ.

          Βρηκα στο διαδικτυο τον πιο κατω πινακα που καποιος ανεβασε σημερα ,8/8 -η τροπολογια χθες ανακοινωθηκε- και εχει καποιες βιζες και τις σημερινες και μελλοντικες τιμές απο 1 Σεπτεμβριου 2013..(Η Working Holiday Visa ,δεν ισχυει για Ελληνες ,αλλά την αφησα οπως την ειχε ο πινακας.) Στο site του DIAC ,δεν ανεβηκε ακομα κατι σχετικο ,σχετικα με την τροπολογια που ανακοινωθηκε χθες απ το υπουργειο for Immigration, Multicultural Affairs and Citizenship.

          Η α τιμή ειναι η σημερινη ,η β-κοκκινη- απο 1/9 και η γ το ποσόν της αυξησης.Αν θα αυξηθουν και οι τιμες για τα επιπλεον μελη που μπαινουν στην αιτηση ,θα δειξει οταν ενημερωσουν το site του DIAC.

          υ.γ μπορει να μην ανεβηκε ακομα στην σελιδα του DIAC το οτι θα αυξηθουν οι βιζες-εκτος της φοιτητικης και τουριστικης- απο 1/9/13 , συμφωνα με την τροπολογια που υπογραφτηκε κι ανακοινωθηκε χθες, αλλά θεωρησα οτι θα ηταν καλο να το πληροφορηθουν οσοι σκοπευουν τωρα κοντα να καταθεσουν αιτηση ,για να μην τους πιασουν οι αυξησεις .

            Υπενθύμιση προηγούμενης ανακοίνωσης....


            Όλες οι χρεώσεις αιτήσεων για βίζα (visa application charges) ανεβαίνουν κατά 15% 1/9/2013 (εκτός student & visitor). Η αύξηση είναι επί των σημερινών τιμών μετά τις αυξήσεις που έγιναν 1/7/2013.
            Αναμένονται νέες αυξήσεις 1/1/2014.
            Καλό όμως θα είναι να μην γίνει το παραπάνω κριτήριο αποφάσεων....Βεβιασμένες αποφάσεις μπορεί να στοιχίσουν τελικά περισσότερο από τις αναμενόμενες αυξήσεις.

                  For applications lodged after 28/10/2013 for ENS (Subclass 186) or RSMS (Subclass 187) of the permanent employer sponsored migration programme,
                  the applicant cannot use a Subclass 485 visa assessment that he/she may have to demonstrate skills for the purposes of the above visas.
                  Reminder that this is also in effect for Subclass 457 visa applications where skills assessment is required.

                      Αυτη ,πολυ σημαντικη πληροφορια....επειδη ,υπαρχουν διαφοροι παρανομοι μεσαζοντες απο Ελλαδα ,αλλά και συμβουλοι σπουδων ,που κατευθυνουν τον κοσμο σε σπουδες business και τους λενε ,οτι μετα θα δηλωσουν Program and Project Administrator ,αλλά δεν τους λενε οτι ειδικα γι αυτο κι ενα ακομα επαγγελμα...για την 457 βιζα ,θελει skills assessment for migration purposes......με ο,τι απαιτειται για την αξιoλογηση αυτη,οταν αφορα την 457 βιζα...(που αρκετοι ,λογω ηλικιας ,πανω απο 50 ,ειναι και η μονη που μπορουν να ζητησουν.Αν βρεθει ,εννοειται και σπονσορας...)

                        Προσοχή στις αλλαγές ,στις φόρμες.Συνηθως ,οι αλλαγές ,συμβαινουν τον Απριλη ,Ιουλιο ,Νοεμβρη.

                        Αν και στο site του DIBP(πρώην DIAC) , ανακοινωθηκαν στις 8/11 , αλλαγές σε πολλές φόρμες , οι φορμες δεν εχουν αλλάξει ακομα ,που σημαινει οτι οποιαδηποτε μέρα ,μπορει να ανεβουν οι νεες φορμες .Αν σταλουν οι παλιες φορμες ,ενω εχουν ανεβει οι νεες ,αυτο μπορει να οδηγησει σε απορριψη της αιτησης.

                        Αυτη την στιγμη π.χ ,μπορει να κατεβασει καποιος την 40SP Design date 07/13a ,(που κι αυτή ,δεν ειναι αυτη που ειχε ανεβει τον Ιουλιο. Το a ,σημαινει οτι εγιναν καποιες αλλαγές κι οντως εγιναν τον Σεπτεμβρη. Ενω π.χ η φορμα 888 ,παραμενει ως ειχε 888 Design date 07/13) αλλά οποιαδήποτε μερα ,μπορούν ν ανεβούν οι φορμες με τις αλλαγές.

                          Η ημερομηνία παύσης στις βίζες Γονέα και Ηλικιωμένου Γονέα (χωρίς συνεισφορά/non contributory), Φροντιστή, Απομένoντος Συγγενή και Ηλικιωμένου Εξαρτώμενου Συγγενή, ορίστηκε για 2 Ιουνίου 2014.

                          Η νομοθετική τροποποίηση υπεγράφη από τον Υπουργό χθές,(29//2014) δημοσιεύτηκε σήμερα(30/5/2014) και ισχύει από 2 Ιουνίου 2014 αφαιρώντας τις παρακάτω βίζες από τη νομοθεσία περί μετανάστευσης:

                          - Κατηγορίες και υποκατηγορίες Γονέα και Ηλικωμένου Γονέα
                          - Κατηγορίες και υποκατηγορίες Ηλικιωμένου Εξαρτώμενου Συγγενή
                          - Κατηγορίες και υποκατηγορίες Απομένoντος Συγγενή

                            Non-Contributory Parent and Other Family visas are closing to new applications.

                            (Στο πιο πάνω link του DIBP ,μπορει να γραφει ,οτι ''The date of cessation will be announced shortly'' ,αλλά ηδη υπογραφτηκε απο τον υπουργο μεταναστευσης ,το σχετικο Migration Amendment ,που παρατεθηκε στο πιο πάνω post και ορίζει ως ημερομηνια παυσης ,την 2 Ιουνιου ,2014 ).

                            Further to the announcement in the Budget papers, we will close the following visa subclasses in the Family Stream of the Migration Programme to new applications:

                            Parent visa-Non Contributory (subclass 103)
                            Aged Parent visa- Non-Contributory(subclass 804)
                            Aged Dependent Relative visa (subclasses 114 and 838)
                            Remaining Relative visa (subclasses 115 and 835)
                            Carer visa (subclasses 116 and 836)


                            Other options for parents to come to Australia

                            Parents will continue to have the option of applying for a permanent Contributory Parent visa, either Parent visa (Contributory Parent visa ,subclass 143) for parents outside Australia or Aged Parent visa (Contributory Aged Parent visa ,subclass 864) for parents in Australia. Under these visas, applicants need to pay a higher visa application charge and assurance of support bond than the ★Parent visa (Non-Contributory,subclass 103) or ★Aged Parent visa (Non-Contributory,subclass 804) applicants. It is possible to stagger the costs by first applying for a temporary Contributory Parent visa and then for the permanent Contributory Parent visa. The temporary Contributory Parent visas include Contributory Parent (subclass 173) visa for parents outside Australia and Contributory Aged Parent (subclass 884) for parents in Australia.

                            Alternatively, parents can apply for a long stay Visitor visa which allows eligible parents to visit their children in Australia for regular periods of up to 12 months at a time over an extended validity period. For many families, temporary stay provides greater flexibility without the need to wait in a queue for years for a permanent visa.

                            Options for other family relatives to come to Australia


                            Relatives of Australian citizens and Australian permanent residents other than partners, children and parents who want to migrate to Australia need to satisfy requirements for entry as a skilled migrant. All intending migrants interested in the points based skilled migration or business investment and innovation visa programmes need to submit an expression of interest for a skilled visa. Overseas relatives might also be eligible for a Visitor visa, where they can show that the purpose of their visit is to assist with the short-term care needs of a seriously ill relative who is an Australian citizen or permanent resident.Standard Visitor visa requirements must be met, including that the applicant genuinely intends only a temporary stay in Australia.

                              In-demand trades added to the Skilled Occupation List

                              Joint media statement with Andrew Robb – Minister for Trade and Investment, and Michaelia Cash – Assistant Minister for Immigration and Border Protection.

                              Chefs, bricklayers and wall and floor tilers will be added to the Skilled Occupation List (SOL) from July 1 to help meet the skills needs of the Australian economy, as announced today by the Minister for Trade and Investment, the Hon. Andrew Robb, and the Assistant Minister for Immigration and Border Protection, Senator the Hon. Michaelia Cash.

                              Minister Robb said the Australian Workforce and Productivity Agency (AWPA) works independently of government to provide annual recommendations on the composition of the SOL to ensure it responds to Australia's changing skill needs.

                              'The AWPA analyses evidence such as the labour market, education and training, migration and general economic and demographic data to make sure we get the balance right,' Minister Robb said.

                              'In this case, bricklayers and tilers have been added to the list because of an increase in demand predicted for these occupations as well as a decrease in apprenticeship completions.'

                              Minister Cash said the addition of chefs to the SOL reflects that the occupation is in short supply, coupled with strong growth projected in the café and restaurant sector.

                              'Including chefs on the SOL will provide greater flexibility for businesses to recruit skilled chefs from overseas when they cannot source these skills locally,' Minister Cash said.

                              'The addition of these occupations will be especially welcomed in regional areas, where there is a known deficit of skilled workers in the hospitality and construction industries.'

                              The SOL is used for people applying for the independent or family sponsored points tested visa or temporary graduate (subclass 485) – graduate work stream. Before prospective migrants can apply for independent skilled migration, they must submit an expression of interest via SkillSelect.

                              No existing occupations are being removed from the SOL, which currently lists 188 occupations that Australia needs.

                                New validity requirement for skills assessments

                                From 1 July 2014, if a skills assessment is mandatory as part of a visa application, that assessment will only be valid for a period of three years from the date of issue, unless a shorter validity period is specified on the assessment.

                                A skills assessment must be valid at the time of lodgement for the following visas:

                                Direct Entry stream of the Employer Nominated Scheme (subclass 186) visa
                                Direct Entry stream of the Regional Sponsored Migration Scheme (subclass 187) visa
                                Graduate Work stream of the Temporary Graduate (subclass 485) visa.

                                A skills assessment must be valid at the time of invitation to apply through SkillSelect for the following visas:

                                Skilled—Independent (subclass 189) visa
                                Skilled—Nominated (subclass 190) visa
                                Skilled Regional (Provisional) (subclass 489) visa.

                                These changes do not affect the Temporary Work (Skilled)(subclass 457) visa.


                                p.s However, if the skills assessment specifies that expires sooner than 3 years, the shorter validity period would apply.

                                The following 2 examples illustrate how this will work from 1 July 2014:

                                Paula has an ACS skills assessment which has an expiry date of 1 September 2014. She will not be able to use the skills assessment after 1 September 2014 as this is the expiry date given on the skills assessment.
                                Jim has an ICAA skills assessment which was issued on 5 November 2011 and has an expiry date of 5 November2016 (a period of 5 years). He will not be able to use it to apply for a visa after 5 November 2014 as skills assessments are valid for a maximum of 3 years.
                                If you lodge prior to 1 July, there is no expiry date for skills assessments. The change affects all applications lodged on or after 1 July 2014.
